NiceDuring the 19th century Victorians and Czarists turned Nice, France, into a tourist haven, but today it is more middle-class than its more luxurious neighbor, Cannes. Nice is by far the least expensive of the cities in the French Riviera and is a great bargain for tourists. In 1822 the local orange crops failed badly and as a result the workers of the city built a wide-boulevard along the beach called the Promenade des Anglais. In the eastern part of the city, the promenade turns in to the quai des Etats-Unis. The quai des Etats-Unis is borderd by some of the cities best restaurants. Tourists visit the cemetery primarily because of its intricately sculpted monuments — each making its own lasting art statement.
